Essence of 'Taiwan independence' under cover of 'good will': Commentary

 

On October 10, Chen Shui-bian stated that the "two sides of the Straits can, with the '92 Hong Kong talks as the basis', seek a plan 'though not perfect, but acceptable' as preparation for further consultation and negotiation." "The two sides should seriously think and take actual move to 'control weapons', so as to lessen the military threat state in the Taiwan Straits." This writer is of the opinion that the speech is another political trick used by Chen Shui-bian to befuddle public opinion. This speech is striking up the same old tune and is full of the connotation of "one country on each side".

First, in his speech Chen still always keeps in mind "rectification of the name of Taiwan" which he consistently clings to, by way of overlapping "the Republic of China" and the positioning of Taiwan, he separates Taiwan from the mainland and even sets themselves against each other, this is exactly the same as his remark about "the best short form of the Republic of China is Taiwan" which he made during his recent "tour abroad" and is echoing the "rectifying the name of Taiwan" campaign advertised by the "Taiwan Solidarity Union"

Second, with regard to the positioning of cross-Strait relations, although Chen Shui-bian dare not definitely advocate "Taiwan independence", yet he refuses to accept one China, therefore, in his speech he sticks to the use of a vague parlance, he stressed whatever form of political relations will develop between the Republic of China and the People's Republic of China or between Taiwan and China in the future, we'll not reject it so long as the 23 million Taiwan people consent to it." On the one hand, he tries to separate Taiwan from the mainland, positioning them respectively as "sovereign states" and thereby confuse public opinion; on the other hand, he stresses the ownership of Taiwan should be decided by the will of the people, seeking "legality" for his "Taiwan independence" stand.

Third, on the one hand, Chen talks glibly about cross-Strait conciliation, and on the other hand, he wantonly attacks the Chinese mainland. Here, Chen deliberately confounds the cause-effect relationship of the matter. It is well known that his obstinate "Taiwan independence" stand is the root course of the tense Taiwan Strait situation, and yet he calls black white, attributing the reason for the tense cross-Strait situation to the Chinese mainland. Clearly, the "goodwill" he delivers is nothing more than a means he uses to deceive public opinion and the general public, he tries to make a stronger impression of "the mainland attacking and oppressing Taiwan" among the Taiwan people and thereby create a sad situation.

Fourth, in his speech Chen mentioned "taking 92 Hong Kong talks as the basis", but did not mention the "92 Consensus" and the one-China principle, In fact, he stealthily substituted the concept. Although Chen proposed restarting cross-Strait negotiation, he refuses to accept one China and denies the "92 Consensus", actually he set up a trap, trying to lure the mainland to unconditionally resume cross-Strait talks. Chen's wishful thinking is: negotiation between the two sides, once starts, seems to mean that the mainland has abandoned the one-China principle.

Chen Shui-bian is accustomed to playing with words, he can express the same idea by one thousand different ways, that is, the "Taiwan independence" stance clung to by the Democratic Progressive Party authority, his speech this time is no exception. He dished out such a speech by choosing the opportune time, his real aim is to take the following questions into consideration:

Firstly, adding some points to the "Legislative Council" election to be held at the end of the year. What Chen has been craving for is to win over half votes in the "Legislative Council" election at the end of this year for the green faction, thereby realizing "comprehensive administration", making it more favorable to his implementation of the "Taiwan independence" policy. But most of Taiwan general public is well aware of Chen's trick, particularly the middle voters do not support the Democratic Progressive Party's "Taiwan independence" line. Therefore Chen's speech aims to create an impression of the shift of the Democratic Progressive Party's political stand to the middle and thereby winning votes from the middle voters.

Secondly, Taiwan authorities have frequently dished out so-called "good intention" on the question concerning cross-Strait relations in an attempt to please the United States and shift the responsibility for the tension between the two sides of the Strait to the Chinese mainland, so as to make it easy for them to fool the United States into supporting their "Taiwan independence". On the other hand, Chen's speech also contains the intention of "unknotting" the 610.8 billion TWD worth of arms purchase case for Taiwan and currying favor with the United States. This budget, though already made by the "Administrative Yuan" of Taiwan, has so far not been passed by the "Legislative Yuan", this is just like a fishbone getting stuck in the throat of the Taiwan authorities. What is ironical is that in the same speech Chen preaches peace between the two sides of the Straits, while advertising arms expansion, this is no different from slapping his own face.
